Biography

Xavier Soosai serves as Chief Information Officer (CIO) of CIT and Director of the Office of IT Services Management (OITSM). As the CIO, he is responsible for the availability, confidentiality, and integrity of all IT systems and their data in accordance with federal IT compliance acts such as FISMA, FITARA and other Cyber Security activities. This includes maximizing value and assessing and managing the risks of information technology at CIT. 

As the Director of OITSM, Xavier oversees ten service areas, and supports and enables scientific research and business operations across the institutes and centers (ICs) at NIH. This includes maintaining the high-performance computing environment used by NIH intramural scientists; maintaining NIH’s secure, high-speed network; ensuring the viability and availability of collaboration services, compute hosting and storage services, identity and access management services, service desk support, and more for the NIH community. 

Renowned as one of the most prestigious awards for the federal IT community, Xavier was recognized as a Fed 100 recipient in 2024.

Previous Experience

Before joining NIH, Xavier served as the Director of Strategic Planning and Technology Direction and Executive Director of the IT Operations and Data Management at the Department of Treasury’s Internal Revenue Service (IRS). In this role, he set the technology-related policies, developed data management strategic plans, managed key aspects of the IT operations, and established internal technical standards. Prior to the IRS, Xavier served as the Senior Vice President of IT Infrastructure at the Bank of America and various leadership roles in CountryWide Financial Corporation, Farmers Insurance Group, and Zurich Financial Services. In these roles, he was responsible for IT strategy, management, and optimization of local and global IT operating environments.
